Hours of Service 5.16 Patch 1 Release Notes

The Hours of Service 5.16 patch release includes additional updates in support of the Canadian ELD Mandate.

Canadian ELD Compliance

The introduction of changes to the Hours of Service host application in preparation for compliance with the Canadian ELD mandate provides for functionality in compliance with the Canadian ELD Technical Standards. 

It is possible that administrative users will have complete Canadian ELD functionality before Omnitracs receives third-party certification. Once the device is certified, the certification body will provide Omnitracs with a certification number. Omnitracs will embed this number in the ELD software in the appropriate data field.

Note: Canadian ELD Certification only applies to the IVG, not MCPs.

On March 2, 2021, the Canadian Minister of Transport, the Honorable Omar Alghabra, released a statement on newly formed enforcement procedures around the Canadian Electronic Logging Device (ELD) Mandate, which is slated to go into effect on June 12, 2021. The mandated deadline remains as is. However, the government will begin a phased enforcement rollout after the deadline that focuses on education and awareness at first. Therefore, there will be no enforcement penalties at the start of the mandate.

New Features and Enhancements

Changes to Driver Log Editing Functions

Cannot Edit Automatically Recorded Drive Time for AOBRD Vehicles

Administrative users can no longer edit automatically recorded driving time created on the ELD by switching to AOBRD mode on the host (this is also the case for driving records created in AOBRD/ERD-equipped vehicles). To mitigate the possibility of falsifying driver logs, Hours of Service (HOS) regulations in both the United States and Canada prevent the editing of automatically recorded drive time. This limitation on editing automatically recorded driving time includes a prohibition against shortening or reassigning drive time to anyone other than an authenticated co-driver in a team driving situation. Per HOS regulations, drivers and motor carriers are limited to annotating driving events found to be created through an error type that prohibits the editing capability.

Cannot Edit Uncertified Logs

In compliance with Canadian ELD requirements, administrative users will not be able to edit a driver's Record of Duty Status (RODS) until it has been certified by the driver. To support this requirement, the Edit icon on the Driver Details page, for both U.S. and Canadian logs, will be grayed out and unavailable for editing driver's RODS that have not yet been certified.

Electronic Record of Duty Status (ERODS) File Transfer Updates

This release includes updated ERODS file transfer functionality in support of the Canadian ELD Mandate.

Note: Although this functionality is part of this release, it will not be available to users until the Canadian ELD Mandate takes effect on June 12, 2021.

Special Driving Conditions

Driver Notified of Changes to PC and YM Access

When an administrative user changes a driver's profile to enable or disable Yard Move or Personal Conveyance, the driver will receive a message saying, "Your access to [Yard Move/Personal Conveyance] has been [enabled/disabled] by your Administrator." The message will include an OK button so the driver can acknowledge receiving the message.

Personal Conveyance in Canada Excluded from Accumulated Distance Calculations

In accordance with the Canadian ELD Technical Standards, the distance driven while a driver is using Personal Conveyance is excluded from the calculation of accumulated vehicle distance for the day when viewing ELD-compliant RODS.

Updates to Driver Portal

The Select Region drop-down list in the parameters window for the Driver Log Report now includes options for ELD USA and ELD Canada. This makes it easy for users to request compliant logs in accordance with AOBRD or ELD requirements in both Canada and the U.S.

OHOS-6315

Customers who assigned UVA to a driver and then updated the location of the event in the Driver Details window were still seeing "Unknown position" in the details window although the edit window showed the updated location. This issue has been resolved.
